PCL approached BC Transit about 10 years ago, in an effort to work with them on a 'hub and spoke' system, whereas PCL would bring the passengers into (I believe it was three different locations, Royal Oak, Town and Country and Yates and Douglas) Victoria, (being the 'hub') and Transit would then have buses going out to different areas of Victoria (being the 'spokes')and the PCL ticket would have been good for one transfer.
Transit was not that interested in working together.
