Isn't declaration of home port mandatory?

You tell me, isn't it necessary to paint port of registry on or towards the stern on any vessel in the waters of the world?

If not, then I wonder about what has happened to the lack of assertion of the port of registry of the Queen of Esquimalt, Victoria last I checked, that has somehow disappeared.

Last summer, that port of registery did suddenly disappear. But during the refit she was given this winter, her port of registry was placed back on the stern. Comparing last summer when she was docked in Berth 2 at Langdale, to this summer, at Berth 1 in Departure Bay.
