Dan - If I am on the wrong forum - then I though the debate was about moving the terminals to other locations. Therefore my comment was, as the land on either side of the terminal has been taken - then expansion out to the sea is a viable alternative solution provided the water is not to deep. Now given John's post about the Cruise ship and having to sit outside - is this because they are too big to maneuver in the port - limited space or is it because the port - area is not deep enough. I believe - and you can prove me wrong - but the water depth around the terminal - Departure Bay is not that deep - hence it could be enlarged by expanding out into the sea - hence the term Land Reclamation. It already has the road network going to the terminal - so why move to a new location.
As for Bridges - I though the last post before mine was talking about putting a terminal on one of the small island - as a jumping off post. We have talked about bridge on other threads before and I was not bringing up the concept - idea of bridge network to terminal.

Could we see more routes in the future to ferry people between more places as the population grows?

The question is - where is the population growth going to be and why there?
Water front - foreshore sites are very expensive, and who ever owns them - Federal or local or even our First Nation friends - then they all want a pretty penny for them. So it becomes very expensive in building new terminals.
I borrowed the idea of building out to the sea from what we have here in Europe. Land here is at a premium and less of it - compared to the wast coastal shoreline of BC.
Road - transport networks - links have been put in place years ago - so instead of wasting all that money - they just expand out in the sea. You can realistically built up to a depth of 15M - and I am sure the Departure Bay is no where as deep as that.

The problem with that is that there's so little space around the terminal that in order to expand it, you'd pretty much have to shut it down for a year or two.
