No the land is still owned by the airforce. Port of Everett will be the owner. Not sure what formal agreement (if any) they have with the state but given that they are plastered throughout all the documents I'd infer they have something.
Sound Transit had to lease the land from the air force for the Sounder Station.

You'll forgive me if I remain skeptical on the topic until the dirt is somehow pried away from the Air Force--I've been listening to political outgassing about this for a good fifteen years and the net score to date has been zero.

Yes, they're going to replace it with a dry one. ;D "Mr. Awesome" used the word "wet" instead of "yet". ;D The terminal work is still in the planning stages. Someday, we'll see some hard hatters out there doing what they're known for.

The link provides you a rough time line of steps towards any action that would take place: What is the project time line? 2010-2013 - Environmental process 2013-2015 - Design 2015-2019 - Construction Just go out to a theater and watch a a really really long movie. One that lasts for years. Then, come home and find out what's happened. Hope someone has paid your monthly bills while you were out! ;D Play the late Davy Jones' song "Someday Man". Patience prevails on this one.  One thing that should be done now is an installation of foot passenger planks at Mukilteo and Columbia Beach for the new Olys coming out soon to speed up the unloading and loading process on those big ferries.

What do you mean by foot passenger planks? WSF should install foot passenger planks at Columbia Beach for the new Olympic Class vessel since WSF is not rebuild Columbia Beach ferry terminal.

There is no way they will install overhead walkways at the current dock with a brand new terminal on the way. Would be a waste of money. If they keep to the timeline.

And this timeline assumes that the Air Force will sell the tank farm land, which, to date, they have not said they'd do-- and if they don't discover any Native American remains--which the tribe assures them are there--and some preliminary work at the site indicates that to be the case. That could submarine the entire project. WSDOT ran afoul of that before, while building the graving dock for the Hood Canal Bridge pontoons in Port Angeles. Construction had already started when they unearthed the remains (which the Elwha tribe told them were there) and all construction had to be halted. The site was later abandoned, the land deeded over to the tribes, along with a 2.5 million dollar payment to the tribes for unearthing their ancestral burial ground and the remains reburied. Total cost to the taxpayer for having to abandon a half started project and start over again? $86.6 million. They may be slow learners at the DOT, but they're not going to make that mistake again--we hope, anyway.

If you look on the WSF Homepage and click on Current Projects under Mukilteo Multimodel Project there's a video which shows the new proposed Mukilteo terminal with passenger overhead loading ramps. I don't believe they have any plans to add them at Clinton anytime soon.
