Can the load on a vessel be restricted and therefore operate with less crew? Yes. On some vessels with varying crew/passenger ratios, also known as Licenses, in the context of Transport Canada’s Safe Manning Document issued to each ferry, areas of the ship will be closed off to reflect the crewing levels. This is done in an effort to simplify deck sweeping duties to coral passengers to the designated assembly station(s) in the event of an emergency, based on the amount of crew physically present designated for those duties.

Less cars = less passengers. Sounds like an easier way to manage turning down people, since they know who has reserved.

I know this was asked awhile ago but the answer is that crewmembers have assigned duties in an emergency. On the Salish Class crew members are tasked with sweeping the lower car deck in an emergency in case there are any passengers down there (yes, I know nobody is supposed to be down there but we have to check anyway). In the case of a reduced 'license' the main effect is a reduced passenger count but a secondary quirk on a Salish is that there are no crewmembers assigned to sweep this deck. Therefore the lower deck is not utilized and there is a reduction in car count as well. I've never worked on a Coastal Class vessel but I believe the principle is the same when there is a locked lounge on certain 'licenses'; no crew are assigned to sweep those spaces.

This afternoon, the Queen of Oak Bay docked at Departure Bay at 5:40, and one of the Coastals pulled in right behind her... maybe ten minutes later. Pretty sure there were cars visible on the upper deck. Needless to say, I was baffled. Looks like there was a dock issue at Duke Point, so I'm guessing the Coastal was diverted to Departure Bay to unload, around which time the problem was fixed, which would explain why I saw her apparently deadheading back to Duke Point, where according to the departures page, she left about 90 minutes late for Tsawwassen.
The world of ferries is so ordered and routine that it's kind of fun when you see something that you just can't figure out. Guess I could have had my answer had I thought to ask at the steward's office.

I get Route 30 was running hours late from Thursday night delays running well into Friday.
But what caused all the cancellations for Friday afternoon?
Was it the Thursday night crew should have also been the Friday night crew?
