The main reason for the speed diference between the QoNWM and the QoVan and other V class ships is engine size. The latter has 9000 hp while the former has 16800. I assume that the Qo NWM burns considerably more fuel than its V class sisters. Source: fleet profiles on BCFS's website. Here are some facts on engines on the C, V and B class ships. All C class have 2 V12 M.a.K diesel engines and 2 props one for each end. The V class have 2 inline 8-cyl M.a.K diesel engines and 2 props both at the stern. As much as I know all V class had new engines put in when they were steched and lifted. The B class when built had 2 V-16 Mirrlees National diesel engines and 2 props at the stern. The QoNW damaged a crankshaft on one of the engines and had new engines put in when it was lifted in 91 and now has 4 inline 9-cyl Wartsila diesel engines, 2 engines per prop. That is why the QoNW has more power then the C, V and B class ships.
