I going to guess that the SSEN is from this zodiac having been assigned to Tsawwassen Terminal at some point, and then repossessed for use on one of the ships.
Any chance it might be on the Mill Bay?

I'm guessing that this is aboard one of the 'Powell River' Class vessels, so would be betting on the Powell River Queen, Mayne Queen or Bowen Queen (normally I wouldn't guess three times in one post, but as these are of the same class I hope that I can get away with it).

I'll throw in a guess of the Quinitsa as her recent major upgrade and the retirement of the Queen of Tsawwassen happened quite close together.

Bretts photo has to be one of the most confusing and frustrating photo trivias....I COULD have sworn someone had posted that exact photo about a year ago, not long after the Tsawwassen was retired, of that zodiak sitting on the Queen of Chilliwack. It would not make sense to find it on any other vessel. Also trying to figure out what vessels Brett hasn't been on recently to narrow down the search....which is tough because he has been on pretty much every ship in the past year or two.
Ah what the heck, I'll guess the ship that we all love to make fun of, the Northern Adventure.

JST photo © 1980 That looks like a mini 'Q' class on land, say maybe a 'K' class sized Quinitsa? - Cadmunkey: Going out on a limb here, stranger things have happened with such placements and for the sake of the process of elimination here, is that aboard the Island Sky? I don't think it's too far fetched of a possibility.

WOOO HOOO! Chris Finally got it. Yes it is on the Northern Adventure. The picture was taken in the summer of 08. The number CFN 4641 is the call sign for the Northern Adventure, she is the only ship to have 41 as the last two digits. I also believe that the northern vessels are the only ones to have call signs with numbers, all the other vessels have lettered call signs. Cheers,
