If the New West can be refurbished, why not for the Burnaby and Nanaimo? Anyone?

I guess the biggest reason is that enough gets spent on them when they actually do make it to refit to keep them going (about $5-$10 million everytime). But the bottom line is, it would probably require (realistically) about $40 to $50 million per ship to refurbish, which would be the total cost of one replacement vessel and you're still going to have two very old vessel on your hands.
The last huge refurbishment of the Queen of New Westminster was a huge undertaking that took about a year and a half to complete and required over $60 million in the end. The New Westminster's expiry date is currently 2021, just 5 years after the Burnaby and Nanaimo are retired in 2016. The Queen of Coquitlam is also set to retire the same year as the New West, and that is a ship that is 12 years younger than the New West as it is. Then one by one the rest of the C-Class would also be retired for almost every subsequent year.
The Nanaimo and Burnaby are very tired these days. It's definitely time for them to go unfortunately. So it just makes sense from a business standpoint to retire them because it just becomes so cost prohibitive to keep them around. Needless to say, these vessels have done very well for their lifetime. Especially considering how old they are and that they're still running with their original engines.

I understand that when the QoNWM was lifted, she was also blessed with a considerable amount of hull renewal & replacement. This made her a much better candidate for spending a huge whack of money to allow a life extension of another ten years (as compared to any of the others of the 'Seven Sisters'). I would guess that they could do the same for the Burnaby & Nanaimo, but at 50 years of age sinking ~$50 million into each boat might just not be a good way to spend money.
