What if theres a vessel in distress in the Straight and the cumbie just happened to be the closest vessel there to help assist?

There is a international Marine Law that states all available vessles that hear a distress call Must go and assist. Now lets for example saw that the Spirit of BC is midway between Active Pass and Tsawwassen and passengers are abanoning ship, I think that if the Cumberland was the closest ship that the distress will be a exeption to Licences rules etc. I can not honestly believe that the Cumberland would be prevented to helping in this situation because she is not Licensed to cross the Straight. I could be wrong, and I would want to hear a respons from someone who is qualified to answere.

So I am assuming the Bowen Queen is certified to cross open waters as she is on the Tsawwassen to Gulf Island run in the summer??? That would make sense that any available ship or closest ship to a another ship in distress would be able to assist. I think that's the way it is cause I cant see a ship not being able to assist as they arent certified to go across the straight.

That would be really wrong if they couldn't, imagine the captain not able to assist and save lives, or whatever situation happens.
