This vision was prepared by a task-force whose members include:

Darrell Bryan - Victoria Clipper president

Starr McMichael - president of Starboard Enterprises
Eric Donald - consultant
Judy Scott - Budget Rent-A-Car owner
Don Prittie - Greater Victoria Harbour Authority chair
Tim Van Alstine - president, James Bay Neighborhood Environment Association
Plus the chiefs of the Esquimalt and Songhees First Nations

Given that one of the members is the president of Victoria Clipper, it's difficult to imagine this was an entirely unbiased decision.
