Why is there a public transit service between Powell River and Texada Island once a week on Thursday's only (two trips)?

Because they're people, too

Seems odd that it's once a week, that's all:) It must be one of the few places where a public transit bus goes on a ferry.

Most of the people who live on Texada just take the Ferry since it is the only way out by car and for the students to get to the Schools (Oceanview and Brooks) I think they don't really care that the Rural transit bus comes over once a week

Here's some internet surfing findings:
From Powell River Transit webpage: Rural Transit provides fully accessible bus service for people living outside of the fixed-route transit service area. Buses travel to Stillwater and Roberts Road to the south on Monday, Tuesday, Wednesday and Friday. Buses travel to Texada Island on Thursday and Saltery Bay on Monday. Service is available Monday to Friday, 8:00 a.m. to 3:45 p.m. Call 604-483-2008 for more information about Rural Transit Service. - this likely indicates that PR Transit's mandate is to provide regular service to outlying areas.....but it's too much to do daily, so it's only on set days.
I checked some of the other Powell River websites, and I think the answer is that PowellRiver transit tries to offer some rural services, as well as in-town service. The rural routes use a bus that can "kneel" and the service strategy is likely to cover as much of the Regional District as possible, so they are going for area-coverage, instead of for frequent-coverage. This Texada bus is only on Thursdays. Same with infrequent-but-regular service to Saltery Bay on Mondays.
So they want to offer coverage to lots of rural areas, but they can't afford to offer it all daily, so 1 day a week is better than none.
Does this make sense, John?

Yes, makes sense when you have limited resources. I guess people, especially older people, would be able to plan around the Thursday only bus. I wonder how much "business" it does?
