I took the bike once from Campbell River over to Cortez Island a few years ago and purchased a through ticked at the Campbell River Terminal, and then biked across Quadra Island to Heriot Bay, boarding the then mv Tenaka over to Cortez. This is fine and I understand this.
Now, what if A resident of Quadra Island wanted to go over to Cortez Island? Can they purchase their fare at Heriot Bay? There is nothing on BC Ferries website about this.
Even if a visitor is vacationing on Quadra Island they may decide at the last minute to take a run over.

You must have missed something, because it says on the schedule that fares can be paid at Heriot Bay. It's collected by a crewperson, the same as when you go from Denman to Hornby.
