The above Night pictures of the Coastal Inspiration and Celebration, When where they taken? Since it is at Night I would assume its around 10pm. But that would make the Celebration running behind time because the Inspiration does not dock until at least 10:15,

But that would make the Celebration running behind time because the Inspiration does not dock until at least 10:15, You assumed right, mygoldenvictaura! On Sunday, June 24th, the Celebration added a MD sailing, and sailed at 2000 from Swartz Bay and a 2200 from Tsawwassen. The Celebration was running late and was cleared to depart just as the Inspiration was approaching the terminal. She waited for the Inspiration long enough to allow for this unique nighttime photo opportunity.

I've just noticed that the CI only has one searchlight at each end. The CR, however, has two searchlights per end, and the CC has two on one end but only one on the other.
Cost saving measure?

One last photo of the Inspiration from August 30th at Duke Point. I searched this photo in great detail looking for the WCFF Moderator who I knew was aboard, taking pictures. I expect that he was hanging out in one of those large 'picture windows' on the upper car deck. I was sitting on a life-jacket locker, on the covered promenade deck. So not in your photo frame.
